In April 2023, the Kowloon Regional Joint Office (JO) received a water seepage complaint from a private housing estate in Kwun Tong. The complainant said that there was water seepage at the ceiling of his/her bathroom and asked the JO to follow up.
The JO staff immediately inspected his/her flat and noticed seepage and “continuous dripping” at the ceiling of the flat. Hence, they visited the flat upstairs straight away. The occupant of the flat upstairs told the JO staff that repair works were underway at the flat, and agreed to allow the JO staff to enter his/her flat for inspection. The JO staff informed the occupant of the flat upstairs that there was “continuous dripping” at the ceiling of the flat below which might be caused by the damage in hot water supply pipes. Therefore, the occupant of the flat upstairs was suggested to check his/her water supply system, and he/she merely said that he/she would think about it.
The JO staff contacted the complainant and the occupant of the flat upstairs in early May and learned that while the repair works were completed, there was still dripping. Therefore, the JO staff once again suggested the occupant of the flat upstairs check his/her water supply system. The occupant of the flat upstairs eventually agreed to arrange officers to check his/her water supply system, and confirmed in mid-May that his/her hot water supply pipes were damaged and needed replacement. Later, the JO staff learned that the water seepage and dripping at the complainant’s flat had stopped, and the complainant agreed to conclude the investigation of the case.
Subsequently, the complainant wrote to commend the JO staff for their professionalism and patience, and for offering various suggestions to identify the source of water seepage. He/she opined that the assistance and opinion provided by the JO staff had played a vital role in addressing the seepage problem effectively in a short period of time.
