Case 7

In late March 2022, the New Territories East Regional Joint Office (JO) received a water seepage complaint from a flat in a Tseung Kwan O residential estate. The case was referred by the complainant to the JO for follow-up action through the estate management office.

The JO staff immediately contacted the complainant who said that there was continuous water dripping at the ceiling of the corridor outside the bathroom of his/her flat. The complainant told the occupants living in the flat upstairs that he/she was willing to engage an engineering company for them to inspect their flat to identify the source of water dripping. However, the occupants living in the flat upstairs turned down the arrangement. Therefore, assistance was sought from the JO.

After learning the details of the case, the JO staff immediately visited the complainant’s flat for investigation and found that there was indeed water dripping at the ceiling of the corridor outside the bathroom of the flat. Based on their vast experience in water seepage investigation, the JO staff preliminarily determined that water dripping could be caused by the damaged water supply pipes of the flat upstairs. Therefore, the JO staff successfully contacted the occupants upstairs through the estate management office, explaining to them patiently the suspected source of water dripping and suggesting the occupants co-ordinate with the owner to carry out inspection and repair works as soon as possible. Realising the troubles caused by continuous water dripping to the occupants downstairs, the occupants upstairs took the initiative to arrange for a qualified person to inspect their flat’s water supply system in April. Damages were found in the water supply pipes that had caused the water dripping to the flat below, and the relevant repairs works were also carried out immediately afterwards.

Subsequently, the JO staff contacted the complainant again, who stated that water dripping had stopped on the completion of water supply pipes repair works, and no further follow-up action was required by the JO. The complainant expressed his/her sincere gratitude to the JO staff for their assistance and co-ordination. The relevant JO staff felt an unspeakable joy on learning that the water seepage problem had been completely resolved, and they would continue to deal with all water seepage complaints with a positive work attitude.
